Foreign trade analyst/customs specialist (Monterrey)

Job Responsibilities

1. Manage daily import and export operations throughout the full process. Coordinate with logistics service providers, freight forwarders, and suppliers; follow up on the end-to-end progress of import and export shipments; ensure imported materials and equipment arrive at the factory smoothly and export goods are delivered to customers on time, while ensuring efficient customs clearance with no detention and no compliance risks.
2. Coordinate with local customs brokers to accurately verify import and export HS codes, declaration information, customs value, and documents. Ensure that all customs declarations comply with Mexican SAT customs regulations and IMMEX regulatory requirements, preventing declaration errors and compliance issues.
3. Review, organize, and process applications for customs and logistics-related expenses. Maintain a clear expense ledger to ensure accounts are transparent and data is traceable, and strictly control customs clearance and logistics costs.
4. Coordinate with the third-party compliance consulting firm Prodensa on import/export compliance matters, policy interpretation, and consultation on exceptional issues. Promptly share the latest Mexican customs regulatory policies to mitigate trade risks.
5. Lead the management of IMMEX ANEXO 24 records and system data. Be responsible for data entry, updates, verification, filing, and monthly/quarterly data review in the LIA system to ensure that bonded inventory, import/export flows, and material transfer data are true and accurate and meet customs audit requirements.
6. Organize and retain import/export documents, certificates of origin, and IMMEX registration records; complete document classification and filing; and support routine customs inspections and annual audits.

Qualifications and Competency Weighting

1. Core competency 70%: Proficient in practical import and export operations for IMMEX companies in Mexico. Familiar with the IMMEX bonded model, material import/export transfers, temporary import/export, bonded inventory supervision, and customs audit processes. Able to independently handle the full daily import/export process of an IMMEX factory and resolve customs clearance exceptions, discrepancies between material records and physical inventory, and other related issues.
2. Professional competency 10%: Familiar with ANEXO 24 regulatory rules and LIA system operations. Knowledgeable in ANEXO 24 bonded inventory ledger management standards, with the ability to maintain system data, verify data, generate reports, and correct exceptions, ensuring consistency among system data, physical inventory, and accounting records.
3. Compliance competency 5%: Understands the USMCA agreement and COO rules of origin. Familiar with the application process and determination rules for certificates of origin, and able to assist with tariff reduction qualification applications and compliance reviews to avoid origin declaration risks.
4. Integrated competency 5%: Has solid experience in managing suppliers and service providers. Able to coordinate and manage customs brokers, logistics providers, freight forwarders, and other partners; communicate efficiently; control service quality; coordinate the handling of exceptional issues; and optimize customs clearance and logistics processes.
5. Familiar with Mexican SAT customs laws and regulations and import/export declaration requirements. Capable of independently handling customs clearance, inspections, supplementary document submission, and appeals for exceptions. Detail-oriented and rigorous, with strong data sensitivity, compliance awareness, and risk control capability.
6. Basic reading, writing, and communication skills in English or Chinese are required; proficiency in either language is sufficient. Able to communicate smoothly with local service providers and handle import/export business coordination.
