Project Buyer (Ciudad Juárez)

Responsibilities

• Lead the sourcing process from CAA preparation until completion of PQA steps and project closure.
• Participate in project meetings and activities including Project Kick Off, Sourcing Plan, Technical Steering Committee, and Project Management Committee.
• Support project awards during CAA for own site and assist the Project Manager in preparing the sourcing plan to define mutual PTM commitments and conditions for Pre-SoCo (RFQ), SoCo (Award), and SOP at required QCD conditions.
• Identify critical parts per CLEAN definitions and review contingency plans with the related PTM (anticipated design reviews, S-VRF, possible specification changes). Request PM arbitration when required.
• Involve the Segment Leader (or Group Segment Director) in appropriate timing to share project constraints and propose a sourcing strategy compliant with Group Segment Strategy.
• Select supplier bid‑list based on compliant segment panel and liaise with project and segment organisations to identify bundle opportunities.
• Assess pre‑selected suppliers for risk impacts on the project related to development or production capacity, technical or quality capability, and financial sustainability, and propose mitigation plans recorded in PuMa Pre‑SoCo & SoCo pages.
• Propose lotting and RFP tactics and anticipate use of auctions with the project team.
• Coordinate S‑VRF definition and plan supplier design reviews to ensure suppliers fully understand requirements, capture improvement proposals, obtain supplier acceptance of Valeo requirements, and enhance competition at equivalent scope.
• Install competition between suppliers, bringing at least two suppliers at the same technical level, and proceed with all negotiations to ensure successful RFQ and/or auction process.
• Perform RFQ process via PuMa & auction (live or online).
• Leverage commodity organisation to reach pre‑sourcing and sourcing decisions and meet project targets.
• Ensure timely sign‑off with segments of all supplier contracts related to the project from development contracts to mass production.
• Coordinate with PG/PL PPD, platform lead buyer, and other project buyers for global platforms to ensure the project meets the required commodity strategy, localization needs, global leverage, and supply base securitization.
• Manage achievement of all project milestones related to suppliers and follow progress of PQA stages.
• Define and control communication flows and contents between project teams and suppliers, ensuring all necessary documentation is properly stored in PuMa.
• Promote the best possible use of all PuMa features among the project team.
• Pilot and forecast the project purchasing index and lead the productivity action plan (VP & PTBV) to reach CAA targets.
• Ensure proper transfer to serial production, including productivity actions yet to implement (PTBV).
• For advanced purchasing (P3/P2), propose and validate pre‑sourcing target suppliers with commodity organisation and manage all contractual aspects to protect intellectual property and segment panel.

KPIs

• Specific: Project Purchasing Index; SoCo Metrics (Sourcing Ratio; LTA; Business Link); Project Milestones (PRAC, IS); Unqualified Initial Samples (UIS).
• Shared: Project inflation balance; Project platform localisation rate (must be in line or better than OEM project currency pass-through).
