Human Resources & Administration Supervisor

About our client company:

Tianjin Jinrong Tianyu Precision Machinery Co., Ltd. (300988), founded in 2004 and listed on ChiNext in 2021, is a national high-tech enterprise specializing in precision metal parts for electrics, automobiles and energy storage. It owns multiple domestic and overseas manufacturing bases. Its Mexico plant launched in 2023 serves as the North American hub. Equipped with integrated stamping, welding and assembly lines, it supplies components for AI data center power distribution and automotive safety & shock-absorbing systems. Localized production cuts tariffs, supporting leading North American electrical and new energy automakers with ramping capacity.

Human Resources & Administration Supervisor

(Monterrey)

● Job Responsibilities

I. Human Resources Management

1. Formulate and implement local HR policies and procedures in alignment with

corporate headquarters regulations;

2. Develop recruitment plans based on plant operational demands and fulfill full-cycle

recruitment and onboarding administration;

3. Manage employee relations covering onboarding, termination, employment

contracts, employee grievances and dispute resolution to guarantee full compliance

with applicable laws and regulations;

4. Administer attendance tracking, payroll calculation and employee benefits

including insurance and leave management;

5. Roll out performance management systems covering goal setting, performance

appraisal and employee development initiatives;

6. Organize employee training programs to improve workforce competency and

facilitate employee retention;

7. Provide HR consultation to management and staff regarding disciplinary actions,

conflict mediation and policy interpretation.

II. Administrative Management

1. Oversee daily administrative affairs such as workplace maintenance, fixed asset

management, site safety and sanitation control;

2. Manage corporate legal documentation, business registration and annual inspection

compliance matters;

3. Deliver administrative support during plant construction, including site

coordination and vendor management;

4. Arrange corporate meetings, company events and internal communication

activities;

5. Enforce EHS management rules, supervise compliance of safety, environmental

protection and occupational health requirements, organize routine inspections,

emergency drills and hazard rectification to meet statutory standards;6. Conduct EHS training and promotional campaigns to raise staff safety awareness

and standardize operational practices.

III. General Support & Coordination

1. Act as the communication liaison among local team, corporate headquarters and

functional departments to ensure seamless information flow;

2. Provide HR and administrative backup to Plant Manager and senior management;

3. Monitor employee satisfaction, promptly address staff concerns and foster a

positive working environment.

● Job Requirements

1. Bachelor’s degree or above, majored in Human Resources Management, Business

Administration or related disciplines;

2. Minimum 5 years of relevant HR and administrative working experience;

candidates with manufacturing/industrial background are preferred; capable of

problem-solving and working within a small-sized team (plant headcount less than

100);

3. Well-versed in full-spectrum factory HR workflows and end-to-end payroll

calculation; proficient in Mexican labor laws, fundamental EHS and environmental

compliance requirements; able to independently handle all site HR work, routine

administrative tasks and basic safety management;

4. Fluent in English and Spanish for smooth daily communication with local staff,

business partners and government authorities; Chinese language proficiency is a plus;

5. Competent in MS Office Suite;

6. Prior working experience in Chinese-owned enterprises or cross-cultural working

environments is preferred.

Working Hours: Monday to Friday 7:30am-5:30pm (1 hour lunch break)
