Project background

Over the last decade, the Global Green Growth Institute has consolidated its role as a trusted advisor to Mexico’s federal and subnational governments, actively working collaboratively with key counterparts to establish a strong green growth foundation in the country. In 2014, the Mexican Senate ratified the Agreement for the Establishment of GGGI, which signals Mexico’s commitment to green growth and its recognition of the shared value of this development paradigm in cooperation with GGGI. In 2021, the Country Agreement between GGGI and Mexico was signed between the Mexican Foreign Affairs Secretariat and GGGI; hence, formally recognizing GGGI as one of the country’s key partnering international intergovernmental organizations.

Mexico’s development priorities have evolved in the context of global and domestic changes, resulting in a significant push to transform the public life to achieve a greater benefit for all. This intent is ingrained in the National Development Plan 2025‑2030, which serves as an umbrella for sectoral and institutional plans and a key tool for cooperation fostering inclusive development. The goal of its political, social, and economic pillars is to bring the nation toward prosperity, security, sustainability; thus, green growth and a low‑carbon society are key development objectives for the country.

Between 2019 and 2021, the Ministry of Finance and Public Credit of Mexico (SHCP for its acronym in Spanish) as National Designated Authority (NDA) of the Green Climate Fund (GCF), through the GCF Readiness Programme, has received funding to support activities that enhance and strengthen Mexico’s sustainable finance architecture to mobilize public and private, national, and international, climate financing for mitigation and adaptation projects and programmes in the country.

In 2023, a Multiyear GCF Readiness Programme (MEX‑RS‑003) started its implementation to support the enhancement of Mexico’s priorities via Direct Access Entities and supporting the Ministry of Finance and Public Credit (SHCP) in developing inputs that will allow the prioritization of projects based on national strategies and objectives in line with Mexico’s international climate commitments.

Objectives of the Assignment

The objective of this consultancy is to support the SHCP enhance its participation in international and bilateral initiatives and dialogues on climate finance by providing technical support to contribute to the achievement of Mexico’s international commitments while reinforcing its leadership in key climate forums.

The consultancy will provide technical support to the strengthen SHCP’s participation in international climate meetings and events including those under the United Nations Framework Convention on Climate Change, the Convention on Biological Diversity, the Kunming‑Montreal Global Biodiversity Framework, the Global Environment Facility (GEF) Council, the Coalition of Finance Ministers for Climate Action, the Regional Climate Change Platform of Ministries of Economy and Finance, among others, by preparing technical reports, strategic inputs and recommendations for SHCP’s positioning during its participation in these events, thereby strengthening Mexico’s access to international climate funds like the GCF.

Scope of Work

The Consultant will undertake the following activities related to the role of the SHCP as Mexico’s NDA to the GCF:

• Prepare and review technical inputs that will support SHCP in the implementation of the sustainable and climate finance agenda in the international initiatives and bilateral dialogues in which Mexico participates.
• Conduct research and develop reports on Mexico’s relations with foreign organizations in the areas of international fiscal affairs, sustainable finance, sustainable development, and climate finance.
• Prepare recommendations to strengthen the country’s position by identifying synergies between Mexico’s climate objectives and international and bilateral initiatives on fiscal affairs, sustainable finance, sustainable development, and climate finance.
• Follow up on bilateral collaborations based on Mexico’s climate finance objectives, as well as support SHCP in coordinating with internal administrative units to ensure compliance with national commitments.
• Systematize and report progress on Mexico’s international commitments and bilateral initiatives related to fiscal affairs, sustainable finance, sustainable development, and climate finance.

Deliverables and Payment Schedule

Deliverables

The expected deliverables are the following:

1. One workplan. A detailed document (in English) (Word/PDF) outlining tasks, activities and timelines of the consultancy.

2. One report on Mexico’s priorities on fiscal affairs, sustainable finance, sustainable development, and climate finance and their alignment with the international initiatives and bilateral dialogues in which Mexico participates. An analytical diagnostic report (Word/PDF) conducting an assessment of SHCP’s priorities on international fiscal affairs, sustainable finance, sustainable development, and climate finance, and how these are aligned with the international initiatives and bilateral dialogues on these topics in which Mexico participates, including the GCF.

3. One recommendations report to strengthen national alignment with international and bilateral initiatives on fiscal affairs, sustainable finance, sustainable development, and climate finance. A report (Word/PDF) with recommendations for SHCP on how to strengthen alignment of national priorities with international and bilateral initiatives on fiscal affairs, sustainable finance, sustainable development, and climate finance, including the GCF.

4. One final report systematizing Mexico’s progress on international and bilateral commitments on fiscal affairs, sustainable finance, sustainable development, and climate finance. A report (Word/PDF) systematizing Mexico’s progress regarding its international and bilateral commitments on fiscal affairs, sustainable finance, sustainable development, and climate finance during the period of the consultancy.

Reporting Arrangements

The development of the consultancy will be monitored and coordinated mainly through activities with the SHCP. The Consultancy will be based on-site at the SHCP offices located in Plaza Inn (Av. Insurgentes Sur 1971, Guadalupe Inn, Álvaro Obregón, CDMX) and the schedule will be defined by the SHCP.

All deliverables must be written in Spanish/English (when required), in accordance with GGGI’s formatting requirements, and submitted with proof of editable file back‑up (e.g. .docx, .pptx) in an external hard‑disk and GGGI SharePoint system. Where relevant, the consultant shall also provide sets of raw data, research materials, and meeting notes related to the contractual objective. Every deliverable must be previously approved by the SHCP before being sent to GGGI for review and payment processing and should be kept in strict confidentiality as well as all project‑related information. The consultant's contract period will be finished until the last payment is completed.

Suggested methodology

The consultant should follow the specific methods provided by the Contract Supervisors (Ministry of Finance and Public Credit and GGGI’s ESG and Gender Officer) and ensure full confidentiality of the work delivered. The consultant will make the best use of both primary and secondary sources of information for the development of activities defined under the contract objective. The consultant will always provide the information to the Ministry of Finance and Public Credit and the ESG and Gender Officer of GGGI Mexico’s office for review and approval, prior to taking final action.

Expertise required

• Bachelor’s degree in Economics, Political Science, International Relations, Finance or another relevant discipline.
• Master’s degree in Public Policy, International Cooperation, Climate Finance, Sustainable Development or another relevant discipline.
• At least five (5) to eight (8)years of experience in international cooperation supporting the achievement of international commitments on sustainable development, sustainable finance or climate finance projects.
• Experience in interinstitutional coordination across governments, private sector and national and international institutions is desirable.
• Excellent writing and report preparation skills.
• Strong skills in assertive communication in English and Spanish.
• Outstanding skills in data analysis and critical thinking are desirable.
• Analytical, problem‑solving and strategic skills are desirable.
• Strong ability to build collaborative working relationships with government counterparts is desirable.
• Capacity to facilitate in‑depth, outcome‑oriented, stakeholder dialogues is desirable.
• Professional acumen to handle sensitive information and ability to respect the confidentiality of such information while working with GGGI even after the contract ends.
• Ability to lead and work effectively with people from diverse cultural and professional backgrounds.
